Access control fails at the moment of confrontation

Every access control system in the Kingdom works perfectly until someone important is refused entry. What happens in the next thirty seconds determines whether you have access control or the appearance of it.

The guard is not the weak point — the backing is

A guard turns away a senior manager without a badge. The manager objects. The guard is overruled by someone more senior than him — which is everyone.

Word travels the same day. Within a fortnight, no guard on that site enforces anything against anyone who looks senior, and your access control is now a formality. It cost nothing to break and it will cost a great deal to rebuild.

So the first question in any access control deployment is not technical. It is: who backs the guard, in writing, when he says no? If the answer is nobody, do not buy access control — buy a receptionist and save the difference.

What a guard cannot do here

He can refuse entry. He cannot search a person by force, seize property, or detain anyone. Screening can be a condition of entering private property — the person always remains free to leave instead.
